ABOUT RECYCLING There are certain materials that harm the atmosphere and destroy the regenerating cycle of the earth’s elemental constituents and cause harm to life in particular and earth in general. In view of the grave danger posed to the planet earth the nations gathered together and banded to form a concerted effort against these hazardous materials that is injurious to life and the mother earth. This has resulted in the general outline of Basel Convention as a latest instance. India too in its fight against pollution has formulated a comprehensive policy of Waste Management in terms of Air, Water and Environmental Regulations has resulted in the Hazardous Waste Management Act. Due to rapid awareness and various petitions filed in the Supreme Court it took a proactive role in the appointment of a High Powered Committee (HPC) to look into the various aspects of Hazardous Waste Management and Regulations. One such hazardous material is used/waste oil. Used/Waste oil can become a serious problem or a valuable resource depending how it is managed. The used/waste oil recycling market offers a case study into the complexity of defining and regulating one area of recycling. It is estimated that million gallons of used oil which is a hazardous waste are released into the environment each year. “Used oil” means any oil - (I) Derived from crude oil or mixtures containing synthetic oil including used Engine oil, Gear oil, Hydraulic oil, Turbine oil, Compressor oil, Industrial gear oil, Heat transfer oil, Transformer oil, Spent oil and their tank bottom sludges; and (ii) Suitable for re-refining if it meets the specifications laid down in Schedule 5, but does not include waste oil. “Waste oil” means any oil - (I)Which includes spills of crude oil emulsions, tank bottom sludge and slop oil generated from petroleum refineries, installations or ships; and (II)is unsuitable from re-refining, but can be used as fuel in furnaces if it meets the specifications laid down in Schedule 6. |
